In the 50-es of the last century active housing started: on the streets Gogolya and Bazhova 2-storied houses were built. New local communities appeared (Stroyploshadka, block “B”), many high schools were put into service. City needed experienced engineers, builders, powermen. There was no much space at Pushkin’s to all comers. Then, in Metallurgov Street 13’s new building, large wide hall on Block”B”, was found out. Its room space amounted to 180 square kilometers.

There are no archive data about its opening, but some records in Registration Book (d/d January 19, 1954) and Charging Book (within 1954). According to Charging Book employee stuff was up to 3 persons.

In the early years Municipal Public Libraries referred to Oblast Culture Administration. In the years to come libraries were adjoined to newly created Municipal Culture Department. In 50 and 60-es, Public Municipal Libraries’ network enlarged significantly. Children’s libraries were formed in almost all High Schools. All in all, 18 Public and 9 Children’s libraries were established by 1980. They were: Municipal library #1 (Metallurgov street 13), library #2 (Krasina village), library #3 (Novaya Gavan), library #4 (Oktyabrsky village), library #5 (Levy Bereg), library #6 (Ablaketka), library #7 (Shmelev Log), library #8 (Neftebaza), library #9 (Zashitinsky elevator), library #10 (Mirny village), library #11 (Aeroport), library #12 ( Staraya Sogra), library #13 ( Naberezhnaya Irtysha), library #14 ( Bazhova street), library #15 ( rayon Torgovy centra), library #16( rayon Kirzavoda), library #17 ( Stary Podhoz), library #18 ( KeShete), Children’s Libraries mainly based in schools’ halls.

In organizations and institutions, schools and another objects there were library items and mobile ones created. According to the reports, left by archives, the most interesting library actions were conferences and meetings, different disputes and reading parties and so on.

L et’s take an example with library #1 on Metallurgov Street 13. The events for 1956 , based on CPSU 20th congress (Communist Party of the Soviet Union) decisions’ advocacy, atheistic upbringing, making literary fiction famous among the public, are an integral part of that time. Kochetov’s “Youth with us”, Bryantseva’s “It was in Prague”, Tahimovic’s “Bargousin”, Obraztsova’s “All I know I recognized from my twice experience in London”, Gumilev and Sigmund’ “The Africa of Dreams and Reality” were famous that days. Readers wanted to know about life in the West and read books with avidity. In the reports most stirring readers ‘names are given. They are Shevtsov (worker), Prokopenko (CSK engineer), and Sviridov (military man).

At the end of 1980 new departments were set up by Municipal Culture Department – Centralized System of Public Libraries and Centralized System of Children’s Libraries.

Central Municipal Library was created on Municipal Library #1’s basis which had well-equipped book stock, well reference aids by that time. This library was unofficially principal among the other ones of the System.

The first principal of the Central Library was Telegraphova Stanislava Ivanovna, Kochukova Sofia Dmitrievna headed the Children’s. Soon they were replaced by Zharkevich Valentina Ivanovna and Batova Ekaterina, and Larina Valentina Ivanovna. In 1985, two institutions were emerged into one common organization led by Central Municipal Library, Central Children’s one and 25 branches. Larina Valentina Ivanovna was promoted to principal’s office and worked there up to 2001. Municipal Culture Department’s Chiefs Donskih A.V., Kotova M.V., Kumarov T.M. went long way towards in formation successive being of the libraries. Owing to their persistence in merging systems we took the 2nd group in labor compensation and essential stuff.

In 1996 Ulbinsky Metallurgical Plant’s Trade-Union Library passed to the Municipal Culture Department’s control. The Plant passed not only Book Stock, but its hall, equipment, stuff as well. At the very year library moved to former Trade-Union Library building on Irtysh Enbankment 22 . At last, all libraries’ departments, which were situated in the city’s various districts, came under one roof. To the end of 1996, Centralized Library System numbered 33 parts.

After Fall of Soviet Union its territory was divided between 15 newly formed states. After gaining its independence Republic of Kazakhstan.experienced Optimization Years. Depression also affected the stuff employees; the result is 50% of librarians lost their jobs. Former 33 libraries turned into some 15 ones, which are operating nowadays: two Central Libraries and 10 branches.

Shmitelko Nina Evgenievna, Krasovskaya Lia Kazimirovna, Kozlova Elena Vasilievna, Nesterovna Avgustina Petrovna, Zhuravleva Natalya Mihailovna and others worked many years in the library and brought up several generations of the stirring readers.
