In the frame of national program “Electronic Government” 2 points of public access to Internet is installed (free of charge) in Central City Library of Ust-Kamenogorsk.

Rubicon – the World Reference and encyclopedia internet-project, which provides access to full electronic versions of the biggest encyclopedias and dictionaries edited in Russia for the past 100 years. 
Rubicon – Full-texts of 62 encyclopedias, dictionaries and references: 589886 articles, huge collection of qualitative graphic images-86881 illustrations of maps. This is unprecedented volume of reference and encyclopaedic information of wide subject spectrum.
Publication of references in electronic version gives the users more possibilities: convenient ways of navigation, moving to hypertext references, qualitative search system. Electronic size allows to compare, confront information from different resources, copy it and use it to precise the facts.

The Central Library provides its users with law reference system “Paragraph”. The Base contains texts of normative documents, commentaries of legislations made by famous lawyers- scientists and specialists, the court decisions, court experience surveys, international documents, law projects and other references.
