Title of being “Honorable personalities” had been applied for the first time in Russia in 1832 and given to the individuals who born no upper class title. Senior citizens had special privileges among the commons in Imperial Russia and were divided into 2 categories: hereditary and personal. Senior citizens’ privileges included exempting from military service, taxation, corporal punishment and right to take part in municipal autonomy. 14th of December, 1970 – Municipal council of people’s deputies decided to confirm provision about “giving the title of senior citizen of Ust-Kamenogorsk” devoted to city’s 450th anniversary. Due to this memorable date, 10 people were given the titles. Every person among them contributed to city’s development almost in all principal aspects of human activity. With the collapse of USSR the said title wasn’t given during 6 years, however administration kept the Book of Honor and all documents were entrusted with state archive. In April, 12th (1996) on Cosmonautics Day administration adopted city’s new emblem. New design of award pins for future senior citizens of Ust-Kamenogorsk were based on that municipal arms. In June, 6th (2005) the 14th session of city’s 3rd maslihat (municipal council) confirmed the decision about the rules on giving the honorable title “Senior citizen of Ust-Kamenogorsk”.
