Association was created voluntarily by the city’s librarians and it comes as non-profit      organization to be formed on membership base.

The Organization’s principal purposes are incorporating, supporting and coordinating work towards Municipal libraries’ development, enhancing their role in informative and educational processes, assisting with vocational self-awareness growth, exchanging experience.

Association’s Supreme Management Body is General Members’ Meeting.

Association’s Governing Body is Organization’s Council.

Internal Control Body is Review Commission.

“Knigolub” Public Association incorporates 12 libraries of Centralized System’s employees.   It includes mainstream audience – high schoolers, students, specialists, joblesses, retirees. Libraries carry out informative, cultural, educational and entertaining activities around the city. Foundation of a library gave an impulse to its development. Members of association work in the following directions – entertaining activities for kids and teens, gender and environmental education, formating work on healthy lifestyle. Association also carries on other activities for “Library and charity” program – 43 disabled readers are served at home.

One of Association’s primary objectives is to improve staff’s skills. Our specialists take part both in professional tutorials, and scientific development and production centers. Experience has demonstrated that only professionals can face big and small special-purpose projects and programmes. They went through special training on the SKF “Zubr” seminars and “Amido” summer schools, “Knigolub” educating trainings. This can help to define problems more nearly and suggest to find the ways of solving them for target groups.

Since 2004 “Knigolub” has been participating annually Republican Social Programs and Projects Fair.

In March, 2008 Centralized Library System assisted Social Ideas and Projects Fair held in Almaty. Organizers were RK First President’s Fund, Culture and Information Ministry, International Policy Institute. Association put 3 projects in the Fair’s window.

Association was awarded for initiative in health service, disease prevention and healthy lifestyle promotion in category “Healthy man – healthy society” (“Medinform” project). Project was also awarded with First President Fund’s diploma for its social importance and actuality, innovative approach in solving social programs and use of advanced technologies.

Among “Knigolub”’s actions a number of grants projects were realized:

2001 - “Information resources on job providing for unemployed middle-aged women” seminar. Action was carried out by library #1 within “Zubr” SKF summer school program in association with “Soros Kazakhstan” Fund.

2002 – Creation of “Centralized Library System online” site. Granted by IREX. Realized by Central Municipal Library.

2003 - “Informative and Entertaining Activities in the System of Teens Moral Education” project was realized by Library #2. Granted by “Soros Kazakhstan”.

2003 - “CLS Online” presented the Kazakh version of its web site. Realized by Central Library. Granted by IREX.

2003 – 2004 – “Friends” Woman’s self-enhancement project. Realized by Library #2. Granted by “Cordade”.

2004-2005 – “Actual Information for Teenagers”. Realized by library #2. Granted by USAID.

2005-2006 – “Medinform”. Actual information about free medical treatment and tuberculose’s early diagnostics for citizens.

Organization also took part in regional project “Transparent City” which had been  by “Centre for Local Self-Governmental Development” with financial support from “Soros Kazakhstan” Fund. Main purposes for this project are to improve electronic government elements in oblast’s cities, provide data exchange and electronic democracy, and conduct the dialog with Deputies’ Body. Owing to be involved in that program, 3 libraries gained access in Eastern Kazakhstan cyberspace. CLS (Centralized Library System)’s stuff passed out net-design course and later presented their own sites.

2006 – Joint project along with “Emerald Town” Public Fund. Financed by EKO’s Internal Policy Department.

2007 – “Painter Godovsky’s master class”. Organized along with Public Political Analysts and Analytics Association of Eastern Kazakhstan.

2008 – “Medinform -2”. Kazakhstan First President’s Fund.

Public Institution’s main objective is to solve the most important problems connected with advancing librarians’ skills. Its facilities let us participate not only in oblast and republic’s contests but international ones like the Crimean Conference, the 10th International Conference in Saratov “Kids and Teens to Enter Information Space”, the 7th and 8th International Conferences in Zvenigorod. In 2004, our employees shared their librarian experience in Sweden and Finland”. They took part in the 3rd International Seminar in Antalya (Turkey) as well.  In 2006, our representatives visited the 8th International Crimean Conference. Since 2004 “Knigolub” has been participating in annually provided Republic’s Social Ideas and Projects Fair. In 2006, “Actual Information Centre of Women’s Diseases” was accepted as the best project among other ones on the exhibition. Its members were awarded with TV set. “Knigolub” was given a diploma for being involved in Fair’s work.

On Republic’s Fair occurred on 26th -27th of March in Almaty, Central Library presented “Window on the World” Project. It was accepted as the best project in the category “Equitable Society”. Library was awarded with TV set from Dariga Nazarbayeva.

Next year the same competition appraised library’s another project. Its slogan was “Socially Responsible State – Strong Kazakhstan”. Among the Exhibition’s organizers - First President’s Fund, Ministry of Cultural Affairs, International Institute of Policy. We tendered 3 projects in the competition.
