As East Kazakhstan Oblast is an industrial, science, historical and cultural region it has a great volume and various information about the region. One of the main problem of regional library study of local lore is to organize readers’ serving on the base of new information technologies, to automatize bibliography local lore documents, to create local lore base of data and corporative electronic resources.

These information resources are unique and attract the big range of users including foreigners. Local lore library activity is a part of professional work directed to gaining and spreading knowledge about a curtain place.
The goals of these activities are to provide access to local lore information resources, to spread knowledge about a curtain territory to form and to increase demand in local lore information, to assist in social, economy and cultural development of the city (oblast), to support the national culture of the region, to save the cultural heritage, to give people access to the information about the region.
Since the first of January, 2010 library-branch # 3 has been operating as the Centre of Local Lore Information.
The Centre orientation:
- establish the fond of local lore literature;
- organize reference- bibliography service of the users;
- form the system of the local bibliography indexes;
- create full text DB of the local lore themes;
- popularize local lore knowledge;
- local science and research activity.
